Best Voice AI Agents for Customer Support in 2026: 8 Compared
Retell AI, Vapi, ElevenLabs, Bland, Intercom Fin Voice, Synthflow, Voiceflow and PepoChat compared on phone numbers, price per minute and human transfer.

Short answer
As of November 2026, Retell AI is the best voice AI agent for most small support teams: phone numbers at $2 a month, a built-in knowledge base and usage from about $0.07 a minute. Vapi suits developers who want to pick every provider, at $0.05 a minute plus providers. ElevenLabs Agents bundles its own voices at $0.08 a minute plus the model. Intercom Fin Voice fits teams already on Fin. PepoChat adds website-only voice through your own Vapi account.
A voice AI agent answers spoken questions the way a chat agent answers typed ones, and two very different products are sold under that name: some answer your business phone number, others put a microphone button on your website. Which one you need decides the shortlist before price does.
This comparison is for the owner or support lead of a small or mid-sized business who wants the phone covered after hours, or website visitors able to talk instead of type. It compares eight tools on phone numbers, published price per minute, handoff to a person and where answers come from. The explainer on what AI voice agents can and can't do covers the technology; this page is the buying guide.
PepoChat is our product; we include it where it fits and say where other tools are the better choice. Facts below were checked on vendor pages on 4 November 2026.

Phone agent or website voice: which do you need?
You need a phone agent if customers already call you, and website voice only if they are on your site and would rather talk than type. A phone agent is an AI that answers calls to a real phone number over the telephone network, so you pay for telephony and inherit the rules on call recording and robocalls. Website voice is a voice conversation that runs in the visitor's browser through a widget, with no phone number and no carrier.
Most small businesses that ask for "an AI voice agent" mean the phone: missed calls are the pain, and a website button does nothing for someone who dialled from a search result. Website voice helps when visitors are on mobile or would rather speak, and it costs less because no carrier is involved. The AI receptionist guide covers the phone-first case for service businesses in more depth.

How we compared these voice AI agents
We compared the tools on six criteria that decide whether a voice agent works for support, not just in a demo.
- Phone numbers and telephony. Can you buy a number inside the tool, or must you bring Twilio or a SIP trunk?
- Price per minute, and what is in it. A per-minute price is what you pay for each minute of conversation; some platforms include the model, speech and telephony, others only their own fee.
- Latency and interruption handling, as documented. Can you tune how long the agent waits before speaking and whether a caller can cut in?
- Knowledge base. Where answers come from, and whether it refreshes when your website changes.
- Transfer to a human. A warm transfer is a handoff where the AI briefs the person before the caller joins; a cold transfer simply connects them.
- Compliance notes. AI disclosure, recording consent and the certifications each vendor states.
We read each vendor's pricing page, help center and integration docs on 4 November 2026 and compared them on the criteria above. We did not run paid trials of every tool, and latency figures are the vendors' own claims.
1. Retell AI: best AI phone agent for small businesses
Retell AI is a voice agent platform for inbound and outbound phone calls with a built-in knowledge base and a website widget, and Retell AI is the best pick for a small business that wants to set up an AI phone agent itself at published prices.
Pricing: As of November 2026, Retell's pricing page is pay as you go from $0 with $10 of free credits. Calls cost $0.07 to $0.31 a minute depending on the model and voice; Retell's own example is $0.11. Telephony on Retell numbers adds $0.015 a minute, numbers cost $2 a month, and a knowledge base adds $0.005 a minute (10 bases free, then $8 a month each). Calls are billed by the second, including hold and silence.
Strengths: The knowledge base takes URLs, files, text, Google Drive, OneDrive and Notion, and re-fetches URLs every 24 hours, so a price change on your site reaches the phone agent without a re-upload. One script tag adds a widget for text chat, browser voice calls or a callback to the visitor's phone. Warm transfers can speak a whisper message only the receiving person hears, and call history shows latency for every call.
Limits: Numbers are US and Canada only. The transfer tool works on phone calls, not web calls. Retell describes itself as SOC 2 certified and "HIPAA-ready", and its plan table lists a custom business associate agreement only under Enterprise, so confirm what your plan covers.
Verdict: The default shortlist pick for a phone line you want answered this month.
2. Vapi: best for developers who want to choose every provider
Vapi is a developer platform for building voice AI agents where you choose the transcriber, model and voice for each assistant, and Vapi is best for a team with a developer who wants control over every part of the call.
Pricing: Vapi's pricing page lists a $0.05 a minute hosting fee, prepaid, with $5 of free credits; model, transcriber and voice are passed through at cost. Its calculator estimates $82 to $129 a month for 1,000 minutes. Vapi telephony carries no transport fee; on an imported Twilio number, Twilio bills $0.008 a minute inbound. Without a paid package you get one number and 4 concurrent calls; Core is $29 a month for 10, and HIPAA support is a $2,000 a month add-on.
Strengths: Your first free US number needs no card, and the Web SDK plus a copy-paste widget put the same assistant on your website. Turn-taking is unusually tunable: by default the agent waits 0.4 seconds before speaking and stops after 0.2 seconds of caller speech. Transfers go to a number or SIP address, blind by default, with warm modes that can speak a summary. Vapi advertises "sub-600ms response times".
Limits: You assemble the stack yourself. Free Vapi numbers take inbound calls only. The knowledge base is built from uploaded files, with Vapi recommending files under 300 KB, and a transferred human does not receive the transcript.
Verdict: The most flexible engine here, and the one PepoChat's voice option runs on.
3. ElevenLabs Agents: best voices with simple bundled minutes
ElevenLabs Agents, called ElevenAgents in its docs, is the voice company's platform for conversational agents on the web and phone, and ElevenLabs Agents is best for teams that want ElevenLabs voices on minute-based plans they can read.
Pricing: As of November 2026, the ElevenLabs Agents pricing page lists Free with 15 minutes, Starter at $6 for 75, Creator at $22 for 275, Pro at $99 for 1,238, Scale at $299 for 3,738 and Business at $990 for 12,375. Extra minutes cost $0.08, calls above your concurrency limit cost $0.16 a minute, and the language model is billed separately, by usage and model. ElevenLabs adds no telephony fee, but your phone provider bills you.
Strengths: These are the voices Retell and Vapi offer as options, here without a middle layer. A widget plus React and mobile SDKs cover website voice. Transfers can conference a person in, pass the call blind or use SIP REFER, and with Twilio the agent can leave a summary for the human. Turn eagerness runs from eager to patient, and interruptions can be switched off.
Limits: The docs connect phone calls through your own Twilio number or a SIP trunk; we found no option to buy a number from ElevenLabs itself. The model cost is on top of the $0.08 and varies by model. HIPAA business associate agreements are for Enterprise customers.
Verdict: A strong pick when voice quality matters most and you already have Twilio.
4. Bland AI: best single rate for high call volumes
Bland AI is a phone agent platform that runs its own speech and model stack and bills talk time at one per-minute rate, and Bland AI is best for high call volumes where one predictable rate matters more than picking providers.
Pricing: Bland's pricing page lists Start with no platform fee, no card and one inbound number, at $0.14 a minute of talk time and $0.05 a minute of transfer time. Build is $299 a month with $0.12 and $0.04. The rate includes the model, speech recognition and voices, "no token charges", but telephony is billed separately, on your own carrier or Bland's at pass-through cost.
Strengths: One rate covers the model and speech, so the bill is easy to forecast. Start allows 10 concurrent calls and Build 50. Bland's warm transfer calls your human agent first, briefs them with an AI summary while the caller hears hold music, then merges the calls. The pricing page lists SOC 2 Type I and II and ISO 27001, plus HIPAA with a signed business associate agreement on Enterprise.
Limits: Warm and live transfers are listed under Enterprise; Start and Build get a plain transfer. Start caps you at 100 calls a day. The docs describe a voice and chat widget, but the pricing table lists web chat under Enterprise; confirm what your plan includes.
Verdict: Good value at volume if the plain transfer is enough until you reach Enterprise.

5. Intercom Fin Voice: best for teams already answering chat with Fin
Intercom Fin Voice is Fin, Intercom's AI agent, answering phone calls from the same support content it uses in chat and email, and Intercom Fin Voice is best for support teams already running Fin who want one agent across channels.
Pricing: Fin Voice is billed per outcome, not per minute. Intercom's pricing page lists it "via Sales for $1.99 per Outcome", while Fin's pricing page calls it custom pricing, "currently available to select customers working directly with our sales team". Intercom Phone usage is billed on top. Our Intercom Fin pricing breakdown explains what counts as an outcome.
Strengths: According to Intercom's Fin Voice setup guide, "Fin automatically uses your support content", so the phone agent and the chat agent cannot drift apart. Escalation options include transfer to a teammate, offering a callback, handing over to a phone workflow and forwarding the call, and each call's recording and transcript land in the Intercom inbox. It works with Intercom Phone or your existing phone system through call forwarding or SIP.
Limits: It is sold only through sales, on US, EU or Australian workspaces. It answers phone calls only, with no website voice. Calls end automatically after 29.5 minutes, or hand off if an escalation is set.
Verdict: The obvious choice if you already pay for Fin; out of reach if you do not.
6. Synthflow: best for enterprises that want a managed rollout
Synthflow is a voice and chat agent platform sold as an annual enterprise contract with engineers who help you launch, and Synthflow is best for contact centres, outsourcers and regulated businesses that want certifications and hands-on support.
Pricing: Synthflow's pricing page states there is "no free plan or trial and no rate by the minute". Every deployment starts on an annual agreement scoped to call volume, phone system, integrations and security needs.
Strengths: Telephony runs on Synthflow's own numbers, Twilio or SIP trunking. Warm transfers play a whisper message or an AI-generated summary to the person before connecting, and a phone book holds up to 50 destinations. The knowledge base takes PDFs, website crawls and Zendesk Help Center imports synced daily, weekly or monthly, and a voice widget covers the website. The pricing page states SOC 2 Type 2, ISO/IEC 27001, HIPAA and GDPR coverage, with launches "in weeks".
Limits: There is no self-serve start and no published price, so you cannot try it on a weekend. For a team taking a few hundred calls a month, an annual contract is more commitment than the job needs.
Verdict: Shortlist it when compliance paperwork and launch help matter more than price.
7. Voiceflow: best for designing chat and voice agents in one builder
Voiceflow is an agent-building platform for chat and voice with phone numbers, SIP and a website widget that can run in voice mode, and Voiceflow is best for CX teams that design both chat and phone agents in one place.
Pricing: The pricing page shows no plan prices: businesses request pricing, and agencies get a free trial with usage-based billing. Usage is metered in credits, and Voiceflow's credits table lists $0.05 per phone minute, $0.005 per user message, speech-to-text by the minute, text-to-speech by the 1,000 characters and model tokens by model.
Strengths: Voiceflow can provision a US or Canadian number, or you connect Twilio, Vonage, Telnyx or your own phone system over SIP. A Call forward step hands the caller to a live representative or another number. The widget's voice mode "makes the conversation behave like a phone call" and lets visitors interrupt the agent. Our Botpress vs Voiceflow comparison covers the builder in depth.
Limits: You cannot see a plan price before talking to sales or opening the product. Call recording covers phone calls, not voice in the widget. You design the agent's flows yourself, which takes longer than a ready-made support agent.
Verdict: Best when one team owns both the chat and phone experience and wants to build both.
8. PepoChat: best for a voice button in an AI chat widget you run on Vapi
PepoChat is an AI support agent for websites whose chat widget can add a voice call button powered by your own Vapi account, and PepoChat is best for a site that already uses a Vapi assistant and wants voice next to an AI chat agent and team inbox.
Pricing: PepoChat's plans cover the chat side: Free at $0 for 200 AI replies a month, Starter at $39 for 2,000 and Growth at $149 for 10,000, with every feature on the free plan, voice included. Vapi bills the voice minutes on your own account; see pricing.
Strengths: Setup takes two steps: paste your Vapi public and private keys on the Voice Assistant page, then pick an assistant in Widget Customization. Visitors get a "Start a voice call" button with a live transcript, and only the public key reaches the browser. The chat agent beside it answers from your knowledge base, runs actions and hands off to your team inbox.
Limits: The voice assistant is configured on Vapi's platform, does not share the chat agent's knowledge base or tools, and its calls do not appear in the team inbox. PepoChat has no telephony of its own: it can show a number you own on Vapi on a "Call us" screen, but those calls run entirely on Vapi. PepoChat holds no compliance certifications and is a young product with few public reviews.
Verdict: A convenience for Vapi users, not a phone agent.
How much does an AI phone agent cost at 500 and 2,000 calls a month?
At 500 three-minute calls a month, the four self-serve tools with full published rates cost roughly $120 to $210, and at 2,000 calls roughly $480 to $840.
Assumptions, so you can swap in your own: an average call of 3 minutes (1,500 and 6,000 minutes), inbound calls on one number, the cheapest self-serve plan, and each vendor's own example rates. These are estimates from published list prices, not quotes.
| Tool | 500 calls (1,500 minutes) | 2,000 calls (6,000 minutes) | Not included |
|---|---|---|---|
| Retell AI | About $197: $0.13 a minute plus a $2 number | About $782 | A larger model can double the rate |
| Vapi | About $123 to $194 | About $492 to $774 | Core at $29 for more than 4 calls at once |
| ElevenLabs Agents | About $120 (Pro plus extra minutes) | About $480 (Scale plus extra minutes) | The language model and Twilio |
| Bland AI (Start) | About $210 | About $840 | Telephony; $0.05 a minute while transferring |
| Voiceflow | $75 in phone minutes | $300 in phone minutes | Speech, model credits and the plan |
| Intercom Fin Voice | Up to $995 if every call resolves | Up to $3,980 if every call resolves | Intercom seats and phone usage |
| Synthflow | Annual contract | Annual contract | Not published |
| PepoChat | Vapi's bill, plus $0 or $39 for chat | Vapi's bill, plus $0 or $39 for chat | Phone calls run on Vapi |
The Retell figure adds its $0.11 example, $0.015 telephony and the $0.005 knowledge base fee. The model is the biggest swing on every row: the same Retell call ranges from $0.07 to $0.31 a minute. Ask each vendor what happens to the bill when a call sits on hold or is transferred: Retell, for one, bills silence and hold time, and after a transfer charges only telephony.
Do you have to tell callers they are talking to an AI?
Yes in the EU, and in a growing number of US states, so put the disclosure in the first sentence the caller hears. Article 50 of the EU AI Act requires AI systems that interact with people to be designed so they are told they are dealing with an AI, unless it is obvious, and it applies from 2 August 2026. Our guide to chatbot disclosure laws covers California, Utah, Maine and the rest.
Recording consent is a separate rule. Voice platforms record and transcribe by default, and some places require every party on a call to agree to recording, so announce it at the start. A safe opening line: "You're speaking with an automated assistant, and this call is recorded. Say 'agent' at any time to reach a person."
Before launch, also ask how long the vendor keeps recordings and transcripts, and test the agent in each language your callers speak, as the multilingual support guide suggests for chat.
Which voice AI agent should you choose?
Choose by where your calls come from and who will build the agent, then compare price per minute.
Whichever you pick, design the handoff first; the human handoff guide explains what the person taking over needs to see.
What to do next
- Compare related roundups: AI chatbots with appointment booking and the best AI customer support software compared.
- Pull last month's call log and count calls, total minutes and calls after hours; those three numbers decide whether a phone agent pays for itself.
- Before a pilot, write the opening line, the transfer number and the after-hours message, then test them with real callers on a real line.
- If most questions arrive on your website, create a free PepoChat workspace, train the chat agent on your site, and add voice later through the Vapi setup page.
Frequently asked questions
- What is the best AI voice agent for a small business?
- As of November 2026, Retell AI is the best fit for most small businesses that want an AI to answer the phone: you can buy a US or Canadian number for $2 a month, train it on your website and files, and pay from about $0.07 a minute. Vapi suits teams with a developer, and Intercom Fin Voice suits teams already using Fin.
- How much does an AI phone agent cost per minute?
- Published rates in November 2026 run from about $0.07 to $0.31 a minute. Retell AI charges $0.07 to $0.31 depending on model and voice, plus $0.015 telephony. Vapi charges $0.05 a minute plus providers at cost, about $0.08 to $0.13 in its own calculator. ElevenLabs Agents is $0.08 plus the model, and Bland AI $0.14 on its Start plan plus telephony.
- Can an AI voice agent transfer a call to a human?
- Yes. Retell AI, Vapi, ElevenLabs Agents, Synthflow, Bland AI, Voiceflow and Intercom Fin Voice can all pass a phone call to a person. A cold transfer simply connects the caller; a warm transfer briefs the person first with a whisper message or an AI summary. Bland lists warm transfers under Enterprise, and Retell's transfer works on phone calls, not web calls.
- Do I have to tell callers they are talking to an AI?
- In many places, yes. Article 50 of the EU AI Act requires people to be told they are dealing with an AI unless it is obvious, from 2 August 2026, and several US states have bot-disclosure rules. Recording consent is a separate rule. The safe default is one opening line saying the caller is speaking with an automated assistant and the call is recorded.
- Can I add voice to my website chat?
- Yes. Retell AI, Vapi, ElevenLabs Agents, Synthflow and Voiceflow offer website widgets or SDKs for voice calls in the browser. PepoChat adds a voice call button to its AI chat widget through your own Vapi account; the voice assistant is configured on Vapi, does not share the chat knowledge base and does not appear in the team inbox. Intercom Fin Voice is phone only.
- What is the difference between Vapi and Retell?
- Vapi is a developer platform where you pick the transcriber, model and voice and pay $0.05 a minute plus each provider at cost. Retell AI bundles more for non-developers: a knowledge base that re-fetches your website daily, a one-tag widget with chat, voice and callback, and rates from $0.07 to $0.31 a minute. Both offer US phone numbers and warm transfers.
