Best AI Chatbots With Human Handoff in 2026: 10 Compared
Intercom Fin, Zendesk, PepoChat, Tidio, LiveChat and five more compared on the handoff: same window, offline rules, context passed and 2026 prices.

Short answer
As of November 2026, Intercom Fin has the most configurable human handoff, with escalation rules, office hours and unseen replies emailed to the customer, from $39 a seat a month plus $0.99 per outcome. Zendesk suits multichannel teams that turn after-hours handoffs into email tickets, from $69 an agent. PepoChat puts handoff in the same chat window, a team inbox and three team availability modes on its free plan, with paid plans from $39 a month.
An AI chatbot is judged by the moment it stops. When a visitor asks for a person, a teammate joins the chat, a ticket is filed or the visitor is asked for an email, and tools differ here more than in their AI answers.
This comparison is for whoever owns support at a small or mid-sized company and wants a chatbot that transfers to a live agent. "Best" means the handoff itself: where the chat goes, what the teammate sees, what the visitor sees when nobody is online, whether the AI goes quiet once a person replies, and how your team hears about it. The triggers and wording are in our guide to chatbot human handoff.
PepoChat is our product; we include it where it fits and say where other tools are the better choice. Facts below were checked on vendor pages on 4 November 2026.
Quick comparison: where does each AI chatbot hand off?

How we compared these tools
We compared the tools on the handoff moment, where a support chatbot keeps or loses a customer's trust. Human handoff is the moment an AI support agent stops answering and passes the conversation, with its history, to a person on your team.
- Where the chat goes: the same window, a helpdesk ticket or an email follow-up.
- What the person receives: the transcript, an AI summary or collected fields.
- Offline behaviour: what the visitor is told and whether an email is taken.
- Whether the AI goes quiet once a person replies.
- Alerts: email, Slack, a webhook or a mobile app.
- Cost: seats for the people who answer, and whether a handed-off chat is billed as AI.
We read each vendor's pricing page, help center and integration docs on 4 November 2026 and compared them on the criteria above.
1. Intercom Fin: best for teams that want fine control over when and where the AI hands off
Intercom Fin is the AI agent inside Intercom's helpdesk, and it is best for funded support teams that want detailed rules for when Fin escalates, which team gets the chat and what the customer is told while waiting.
Pricing: As of 4 November 2026, Essential is $39 a seat a month on monthly billing or $29 on annual billing ($19 for new customers), and Advanced is $99 or $85. Fin costs $0.99 per outcome, including Procedure handoffs and self-serve routings; a chat simply passed to your team without an outcome is not charged. No free plan; 14-day trial.
Strengths: You write escalation guidance in plain language, add rules on attributes such as sentiment, and can let Fin ask for details before routing, as the Fin chat deployment guide shows. Office hours tell visitors when to expect a person, and a teammate's reply left unseen for three minutes is emailed to the customer.
Limits: Routing escalations to different inboxes needs Workflows, which start on Advanced. Intercom warns that Fin can re-engage if a workflow trigger fires again; an internal note does not stop it, a customer-facing teammate reply does.
Verdict: The most complete handoff here; our Intercom Fin pricing guide works the bill.
2. Zendesk AI agents: best for multichannel teams that route handoffs by business hours
Zendesk AI agents work inside Zendesk's ticketing suite, and they are best for teams of several agents who run messaging, email, phone and social in one queue and want after-hours handoffs to become email tickets.
Pricing: As of 4 November 2026, Suite Team is $69 an agent a month on monthly billing or $55 on annual billing, with 5 automated resolutions per agent a month, then $1.50 committed or $2.00 pay-as-you-go per verified resolution. Assisted escalations, where a person finishes the job, are not billed. No free plan; 14-day trial.
Strengths: Each messaging AI agent has a transfer group, and Zendesk's escalation flow guide recommends an availability block so the agent hands off on messaging when agents are online and falls back to email after hours. The AI can collect an order number, a name or an email and set tags before the handoff.
Limits: Every agent needs a seat, SLAs and skills-based routing need Suite Professional at $149, and the escalation path is a flow you build.
Verdict: The right pick once handoffs need routing rules and several channels.
3. PepoChat: best for small teams that want in-window handoff and a team inbox on a free plan
PepoChat is an AI support agent for websites with a team inbox built in, and it is best for small teams that want a person to take over in the same chat window, with every handoff feature on the free plan.
Pricing: As of 4 November 2026, Free is $0 for 200 AI replies a month and one member; Starter is $39 a month or $390 a year for 2,000 replies and 3 members; Growth is $149 for 10,000 replies and 10 members. Extra replies cost $10 per 1,000 and extra seats $15 a month.
Strengths: The agent hands off when it cannot answer from your knowledge base or the visitor asks for a person, then stops replying while your teammate's replies appear live in the same widget under their name. Three Team availability modes set the promise: live chat, business hours with an away message, or email follow-up only. Every member gets an alert email with the reason and the last three messages, as the human handoff docs show.
Limits: Inbox replies are not emailed to the visitor, so reach someone who left with Reply by email. There is no native mobile app: alerts come by email, a Slack action or the conversation.escalated webhook. The chat is a web widget today, with WhatsApp and Messenger in limited rollout, and PepoChat is a young product with few public reviews and no compliance certifications.
Verdict: The strongest handoff you can run for $0, if your team works from a laptop.
4. Tidio Lyro: best for small stores that want different handoff rules online and offline
Tidio is a live chat and helpdesk app for small online stores, and its Lyro AI agent is best for teams that want one handoff rule while operators are online and another, such as a ticket with the visitor's email, when they are not.
Pricing: As of 4 November 2026, Free has 10 seats, 50 billable conversations a month and 50 Lyro conversations once per account. Starter is $29 a month ($24.17 on annual billing), and Lyro is a separate quota from $39 a month for 50 conversations, per the Tidio pricing page. A billable conversation is one with a message from a human agent, so every handoff your team answers counts.
Strengths: Online and offline hours have separate handoff settings: transfer to an agent, keep chatting, or create a ticket that collects the visitor's email and lands in Unassigned tickets with the transcript. An immediate handoff takes nothing from the Lyro quota.
Limits: Operating hours start on Starter and the offline auto-reply on Growth, and the free Lyro conversations never renew.
Verdict: Clear offline rules on a low-cost inbox; the Tidio pricing explainer works both meters.
5. LiveChat (Text AI Agent): best for staffed chat teams that want a ticket when nobody picks up
LiveChat's AI agent now ships in Text, the successor product from the same company, and it is best for teams with people on chat shifts who want a fast transfer to a free teammate and a ticket when nobody answers.
Pricing: As of 4 November 2026, new sign-ups get Text plans: Essential is $25 a user a month ($19 on annual billing) with 10 AI resolutions a month, and Growth is $99 ($79) with 200; 50 more cost $49.50. A chat transferred without an answer is not a resolution, and classic LiveChat plans lack the AI agent. No free plan; 14-day trial.
Strengths: The Transfer to human skill sends the chat to the first available teammate in the team, or to a team you choose. If nobody is available within 30 seconds, the AI agent can create a ticket instead. Agents can watch AI chats live and take over any of them.
Limits: Pricing is per user, the AI allowance on Essential is small, and working hours start on Growth.
Verdict: The most mature agent console here for teams that staff chat all day.
6. Crisp: best for a flat-priced multichannel inbox where a reply interrupts the AI
Crisp is a shared inbox for chat, email and messaging apps priced per workspace, and its Hugo AI agent is best for small teams that want many seats and channels for one flat price, with the AI stepping aside when someone replies.
Pricing: As of 4 November 2026, Free is 2 seats with the chat widget and contact form only, and no AI. Mini is $45 a month with 4 seats and $5 of Hugo credits, and Essentials is $95 with 10 seats and $25. When credits run out, chats go to your operators.
Strengths: Hugo offers a person when it has no answer and escalates when the user is frustrated or asks for a human. Crisp's escalation guide says an operator reply makes Hugo interrupt himself and route the chat to your human inboxes. With office hours on, Hugo tells customers when to expect an answer.
Limits: Taking an email address after hours is a workflow you build, and WhatsApp and Instagram need Essentials.
Verdict: Good value for several channels in one inbox.
7. HubSpot Customer Agent: best for teams already working tickets in HubSpot
HubSpot's Customer Agent is the AI agent in HubSpot's CRM and help desk, and it is best for companies that already run sales and support in HubSpot and want every handoff on the customer's CRM record.
Pricing: As of 4 November 2026, the agent needs a Professional or Enterprise edition. Service Hub Professional is $90 to $100 a seat a month plus a one-time $1,500 onboarding fee, with 3,000 credits a month, and a resolved conversation costs 50 credits, or $0.50.
Strengths: HubSpot's handoff settings offer a live handoff to the next available person, an async handoff for later follow-up, or none, plus custom triggers such as refunds, with handoff messages translated into the visitor's language.
Limits: Routing follows user availability, not the chat widget's, and the "Team only" option hands off even when nobody is available. The help desk is not yet in HubSpot's mobile app, and our Customer Agent pricing guide shows how the costs add up.
Verdict: Choose it when the CRM record matters more than the price.
8. Chatbase: best for handing off into a helpdesk you already run
Chatbase is an AI agent builder with its own Helpdesk, and it is best for teams that want the AI to open a ticket in Zendesk, Salesforce, HubSpot or six other helpdesks, or to start a real-time live chat.
Pricing: As of 4 November 2026, Hobby is $40 a month ($32 on annual billing) for 700 credits and 2 members, without the Helpdesk; Basic, at $150 ($120), adds the Helpdesk and the helpdesk integrations, with 4,000 credits and 3 members. A reply costs 1 to 5 credits depending on the model. No free plan is published; 7-day trial.
Strengths: Chatbase Live Chat hands the chat to a person in real time: the AI stops, agents are notified at once, and the visitor is told an agent will join shortly. Escalations files a ticket with the customer's details and an AI-written summary, and Zendesk can take the full transcript. Agents can also take over AI chats on five channels.
Limits: The escalation docs say that on third-party ticket platforms, except Zendesk email, the AI keeps replying after it files the ticket.
Verdict: The best bridge into a helpdesk you already run.
9. Kommunicate: best for messaging-app support with round-robin routing
Kommunicate is a no-code AI agent builder with a live chat dashboard, and it is best for teams whose customers write on WhatsApp, Telegram or Instagram and who want handoffs spread across agents by routing rules.
Pricing: As of 4 November 2026, Starter is $40 a month ($34 on annual billing) for 250 conversations, one AI agent and one member, with extra members at $20; Professional is $200 ($167) for 2,000 conversations and 3 members, with AI Summary. 30-day trial; no free plan on the website.
Strengths: The Kompose builder docs cover handoffs on intents, on direct requests such as "Talk to a human" and on fallback, and say the AI stops responding once the transfer completes. Round-robin routing skips offline or away agents, and an email fallback flags missed messages.
Limits: When every agent is offline, the chat goes to a default agent or, with a restriction switched on, stays with the AI; neither is an email-first handoff.
Verdict: A good fit when messaging apps bring most of your chats.
10. Botpress: best for builders who want to design the handoff themselves
Botpress is an AI agent platform with its own helpdesk, Botpress Desk, and it is best for teams with a builder or developer who want to decide exactly when a conversation escalates and where it goes.
Pricing: As of 4 November 2026, Free covers 100 conversations, and the pricing table ticks Desk on every plan, Free included, though the docs still tie the older handoff integration to Plus. Plus is $189 a month ($150 on annual billing) with 3 seats and 250 conversations a month; Team is $939 ($750) with unlimited seats.
Strengths: A handoff opens a Desk ticket with priorities, tags and macros; an agent chats with the user and closes the ticket with Resume Chatbot to return the conversation to the AI. Escalation triggers include topic, sentiment, customer tier or an explicit request.
Limits: Someone has to build the flow, routing rules start on Team, and the docs do not describe offline behaviour.
Verdict: The most flexible option for teams that would rather build than configure.
Same window, ticket or email: which kind of handoff do you need?
The right handoff type depends on whether someone can reply within minutes: if yes, keep the visitor in the same window; if not, take an email address or open a ticket.
A same-window handoff is a handoff in which a teammate replies inside the chat the visitor is already using. Every tool here supports it, and it fails only when nobody is watching.
A ticket handoff files the chat for later, as LiveChat's 30-second fallback, Tidio's offline ticket, Zendesk's after-hours email ticket and Chatbase's Escalations do.
An email-first handoff asks for an address first and replies by email, like PepoChat's email-only mode and HubSpot's async handoff; our offline chat message examples give the wording.

The test: if a visitor asked for a person at 11:00 on a Tuesday, would someone reply in the chat within ten minutes? If not, choose a tool that takes an email address and says so.
What happens to a handoff when nobody is online?
Most tools keep the AI answering after hours; they differ on whether they take an email, open a ticket or leave the chat waiting.
Intercom shows office hours, Zendesk falls back to an email ticket if you build it, and Tidio and LiveChat open tickets. PepoChat says your away message, asks once for an email and keeps a Get a reply by email card on screen until the visitor leaves one. HubSpot routes by user availability, so test it at night; Crisp needs a workflow to take an email.
Ask each vendor: what does the visitor see at 11 p.m., where does their email address go, and does my reply reach them if they closed the tab?
Does the AI go quiet once a person replies?
In most of these tools the AI stops once a person takes over: Crisp's Hugo when an operator replies, PepoChat when a teammate replies, Kommunicate when the transfer completes, and Chatbase on live chat or takeover. Two documented exceptions: Intercom's Fin can re-engage when a workflow trigger fires again, and Chatbase keeps replying after it files a ticket in most third-party helpdesks.
How will your team know a visitor is waiting?
Alerts decide how fast a person arrives, and the split is between tools with an agent mobile app and tools that alert by email, Slack or webhook.
| Tool | Team alert | Agent mobile app |
|---|---|---|
| Intercom Fin | Mobile push and email | iOS and Android |
| Zendesk | Agent Workspace and the Support app | iOS and Android |
| PepoChat | Email to every member, Slack action, webhook | None; dashboard in a phone browser |
| Tidio | Web and app notifications | iOS and Android |
| LiveChat (Text) | Desktop and mobile apps | iOS, Android, Windows, Mac |
| Crisp | Email after 3 minutes unread; Slack from Mini | Listed from the Free plan |
| HubSpot | Help desk on desktop | Help desk not in the app yet |
| Chatbase | Agents notified when live chat starts | Not stated |
| Kommunicate | Web or mobile alerts; email fallback | Not stated |
| Botpress | Not stated | Not stated |
Prices and features from each vendor's own pages, checked 4 November 2026.

PepoChat has no agent app, so turn on phone notifications for its alert email or post handoffs to Slack.
What does a chatbot with human handoff cost at 500 and 2,000 conversations?
For a two-person team, the bill runs from $39 to about $720 a month at 500 conversations and from $59 to about $2,520 at 2,000; the rule for handed-off chats explains part of the gap.
Assumptions: two people answer handoffs, a fifth of chats go to a person, 60% end as a billable AI outcome or resolution, PepoChat and Chatbase average two AI replies per conversation (Chatbase on a 1-credit model), monthly list prices and the cheapest plan that fits. These are estimates, not quotes.
| Tool | 500 conversations a month | 2,000 conversations a month | Is a handed-off chat billed as AI? |
|---|---|---|---|
| Intercom Fin | About $375: 2 seats at $39, 300 outcomes | About $1,266: 1,200 outcomes | No, unless a Procedure ends in the handoff |
| Zendesk Suite Team | About $718: 2 agents at $69, 290 resolutions at $2.00 | About $2,518: 1,190 resolutions | No, assisted escalations are free |
| PepoChat | $39: Starter, 1,000 replies | $59: Starter plus 2,000 extra replies | Only the AI replies before it |
| Tidio | About $379: Starter $29 plus 500 Lyro chats at $350 | Growth $89 plus a custom Lyro plan | Only if Lyro answered before handing off |
| LiveChat (Text) | About $297: Growth for 2 users, 2 extra packs | About $1,188: 20 extra packs | No, if transferred without an answer |
| HubSpot Service Hub | About $320: 2 seats at $100, 12,000 extra credits | About $770: 57,000 extra credits | Not if the visitor asked for a person |
| Chatbase | $150: Basic, 1,000 credits | $150: Basic, 4,000 credits | Every AI reply uses credits |
| Kommunicate | About $64: Starter, 1 extra member, 250 extra chats | About $86: Starter, 1 extra member, 1,750 extra chats; Professional $200 | Yes, every conversation counts |
| Botpress | About $384: Plus and 3 packs | About $1,189: Team and 5 packs | Yes, human-assisted counts the same |
Prices from each vendor's own pages, checked 4 November 2026. HubSpot adds a one-time $1,500 onboarding fee.
Crisp is left out because its token-based credits have no published pay-as-you-go rate; Crisp's own estimate is $0.05 to $0.10 per AI conversation. Confirm Kommunicate's low overage rate with sales, and see how vendors define a resolution in our resolution definitions comparison.

Frequently asked questions
- What is human handoff in an AI chatbot?
- Human handoff is the moment an AI chatbot stops answering and passes the conversation, with its history, to a person on your team. It should happen when the visitor asks for a person, when the bot has no answer in its knowledge base, or when the request needs judgement, such as a refund. The person should see the full transcript before replying.
- Which free AI chatbot can transfer a chat to a human?
- As of November 2026, PepoChat's free plan includes in-window human handoff, a team inbox and three team availability modes with 200 AI replies a month. Tidio's free plan has live chat for 10 seats but only 50 Lyro AI conversations once per account. Botpress's free plan includes its Desk helpdesk and 100 conversations. Crisp's free plan has no AI.
- What happens to a chatbot handoff outside business hours?
- It depends on the tool. A good chatbot keeps answering, tells the visitor when a person will be back and collects an email address instead of promising a reply in the chat. Zendesk can switch to an email ticket, Tidio and LiveChat open tickets, and PepoChat says your away message and asks once for an email before handing over.
- Does the customer have to repeat themselves after a chatbot hands off?
- Not with a good tool. In Intercom, Zendesk messaging, Tidio, Crisp, LiveChat and PepoChat the person replies in the same conversation with the whole chat above. Chatbase sends third-party helpdesks an AI summary, with the full transcript only for Zendesk. Test it: ask the bot for a person and check what your teammate sees before they reply.
- When should a chatbot hand off to a human?
- Hand off when the visitor asks for a person, when the knowledge base has nothing relevant, when the request involves money, account changes or a judgement call, and when the visitor is frustrated or the bot has failed twice. Offer the person once and leave the choice with the visitor; never make them argue with the bot to reach someone.
- Can the AI keep helping after a human joins the chat?
- In most tools the AI goes quiet once a person takes over, so it never talks over your team. Crisp's Hugo stops when an operator replies, PepoChat stops when a conversation is escalated and resumes when you set it back to unresolved, and Botpress resumes with Resume Chatbot. Intercom's Fin can re-engage if a workflow trigger fires again.
